At the end of the Torah section we'll read tomorrow, we'll read about a ceremony , after discovering a corpse and not finding the murderer, during which a calf is decapitated and sacrified. During this ceremony, the "elders" (the leadership) after washing their hands over the decapitated calf at the stream shall speak up and say, 'Our hands have not spilled this blood, and our eyes have not witnessed it'.

According to our Sages, this reflects the moral responsibility of the leadership even if they weren't involved directly in this murder.

Maybe this teaches us that even now, when tragic assassinitions of little children by their parents happen, the entire society should feel responsible and think what could be done to avoid this.
